Ellandi submits pre-planning application for £18m Old Vicarage Place development in St Austell

A SCHEME to expand and enhance the retail provision in St Austell town centre has taken a step forward this week.

Ellandi, owners of White River Place, in conjunction with the existing site owners, have submitted a pre-planning application to Cornwall Council to redevelop Old Vicarage Place in the centre of St Austell.

The company is now seeking official feedback on its plans, which it claims will increase the retail footprint of the town centre and contribute to the town's economic growth.The plans propose a "modern and inspiring new look for the town centre's retail area which will enhance its appeal to retailers and shoppers alike."

The proposed development will create an additional 124,000sq ft of retail space for the town, and represents an £18 million investment.

Ellandi spokesman Mark Robinson said the application had been months in the making, and the company now looked forward to receiving feedback.

"Being a prime town centre site, it is completely in accordance with national and local planning policy and therefore represents the most credible and sustainable way to grow the retail provision for St Austell," he said.

"We have been encouraged by the fact that since our purchase of White River Place in 2012, St Austell town centre has enjoyed a year-on-year growth in footfall and many of our retailers report well above average increases in trade.

"Having already invested over £20m locally, we are more than happy to continue, based on the terrific support we have received from national and local businesses and local stakeholders such as together St Austell and the St Austell Business Network."

Mr Robinson said the plans would provide the people of St Austell with "more choice, convenience and employment opportunities." He said: "We will use this consultation period to further ascertain the needs of existing and new tenants with regard to their outline requirements. We can be extremely flexible regarding the internal layout of the proposed units."

As part of the pre-application process together St Austell will share the plans over the coming weeks with town councillors and residents in order to seek feedback.
