Amidst a series of complex challenges in recent years, Blackpool town centre stands at a critical juncture in its development journey. Over £1bn worth of investment projects are underway, propelling the town towards a remarkable transformation and revitalisation. The focus is on regenerating the town centre, envisioning it as a bustling, dynamic nucleus that caters to both the local community and visitors.


The Council has made significant strides in regeneration by acquiring several key properties. The expansive 380,000 sq. ft Houndshill Shopping Centre, its adjoining 770-space multi-storey car park, Abingdon Street market, and the prominent M&S Building are among them. The development of the adjacent site has begun to deliver a cutting-edge 877-seat IMAX cinema and a new flagship operator.


This holistic regeneration plan seeks to create a vibrant and engaging place, rekindling the community's pride in its town centre and inviting visitors to explore and engage with the town.

Commitments to deliver:

• Re-anchoring the Debenhams store

• Addressing the conversion of tourists to shoppers

• Addressing the oversupply of retail

• with the BID for increased public realm and investment into Victoria/Corporation Street.

• Completion of Phase 2, including project handover and finalising leases

Key Milestones:

• Practical completion and subsequent handover of Phase 2 site due for September 2023.

• Appointed as development and asset manager on recently acquired, adjacent M&S building. 

• Completed over 25 deals and over 35 recommendations since appointment. 

• Successfully agreed on terms with Frasers Group to take c.95,000 sq. ft to deliver Frasers, Flannels, Game, Sports Direct and a Beauty Hall.
